Here some trouble shooting guides for Communication/No code issues. This is for Airbag Modules; COMMUNICATION ISSUES / NO CODES. Also, the airbag light is on but no codes are present.
What We Do
For each part that we service we test to make sure the part has communication with the memory side and that crash history is cleared.
Troubleshooting
If you are using a diagnostic scan tool and you are getting NO codes or no communication with the module. Also if your airbag light is on but you are receiving no DTC codes. It could be that the scanner you are using is not scanning the SRS Airbag System, or there is no power going to the module.

Make sure the scanner you are using has the option to scan SRS airbag system, if so,

check all the fuses to make sure none are blown causing a loss of power to the module.
You can also try a different diagnostic scan tool.
If you are having communication or no code issues, then it is best to:

Ensure that module is bolted down tights with all bolts.

Connector Pins inside the module plug are NOT bent.

Ensure that all harness plug connections are plugged in all the way into the airbag control module.

Make sure you are getting power to the module.

If the issue persists, we recommend getting a replacement airbag control module. We do sell airbag modules as well. Check our inventory.
For some Honda's and Toyota's, if the light is always solid, meaning does not blink even one time then it is a bad airbag control module.
So to test this.
1. Make sure key is out of the ignition or ignition is turned off for at least 15 seconds.
2. Turn ignition on and look at the airbag light.
3. See if airbag light or srs light flashes at least one time.
If the airbag/srs light does flash at least one time then that means the airbag control module is good and does not have crash data.
If the airbag/srs light does not flash at least one time then that means the airbag control module is defective or has crash data/crash history.
How it works is when you first turn ignition, the airbag control module does a self test. Checking itself to make sure its good. If that first test passes then it will flash one time and then continue to check other components like airbags, seat belts, impact sensors. If all those components are good then airbag/srs light will turn off.
